The ability to obtain funding is an important component of a Consultant’s role in assisting rural communities with their problems. Developing technically sound and cost effective solutions is only part of the job. The capital costs of required improvements often far exceed the borrowing capacity of rural subdivisions. In most cases the only way rural municipalities can afford these projects is through a combination of Federal and State grants and loans. We have successfully worked with DEP, PennDOT, the Rural Utilities Service, PENNVEST, Community Development Block Grants, DCED Multimodal Transportation Fund, Dirt and Gravel Grant Fund, the Appalachian Regional Commission and the Infrastructure Development Program to secure assistance on the majority of our projects.
