Recent permits we have obtained for our clients include DEP Air Quality Management (AQM), Solid Waste Transfer Station, Bulk Water Hauler, Chapter 102/General NPDES for Construction, Water Quality Management and NPDES for wastewater, Chapter 105 General, and Chapter 106 Floodplain Permits.

Bassett helped design and obtained all permits for the codigestion-fueled Combined Heat and Power (CHP) project for Derry Township Municipal Authority, including DEP AQM, WQM, and Ch 102 Permits. We also helped design and obtained all permits for the GESA (Guaranteed Energy Savings Agreement) codigestion project for Altoona Water Authority, including DEP AQM, WQM, Ch 102 and 106 Permits. Both are now under operation.

Austin Borough, Potter County

Bassett Engineering is excited to announce the completion of the Elliot Street Bridge for Austin Borough! This project was made possible by grant funding from DCED, PennDOT, and Potter County.

The bridge is situated where Elliot Street crosses Freeman Run along SR 872 in Austin Borough, shortly downstream of the historic Austin Dam. The bridge serves as one of the primary accesses to the Borough from state roads for its residents and businesses.

This project involved replacing a deficient bridge consisting of concrete abutments, failing steel beams, and an open steel grate deck. BE designed the structure to incorporate a dedicated lane for pedestrians, bicyclists, and snowmobiles. The new road segment and bridge are a full two lanes wide with shoulders.

Construction of the improvements was completed by Glenn O. Hawbaker and the bridge was opened to traffic in October 2024.

Bassett Engineering is happy to announce that Lycoming County won the 2023 County Commissioners Association of PA Award for Road and Bridge Safety Improvement for Bridge Bundle 4, where Bassett Engineering bundled 3 bridges under one contact and completed all in one construction season.  Lycoming County has won numerous CCAP Road and Bridge Safety Awards including last year for the Bridge Bundling Program. The Program, for which Bassett and its subconsultants provided all engineering, was completed earlier this year. It bundled the construction of seventeen bridge for 17 municipalities under four construction contracts.

Lewis Township’s Wastewater Treatment Facility Upgrade and Expansion is nearing completion, and the renovated plant is now treating wastewater. Treatment processes include new influent screening and pumping, biological reactor, clarifiers, UV disinfection, and effluent reaeration. Existing SBR’s were converted to aerobic sludge digesters and sludge holding to scum storage. Contractors include Dutchland LLC, Lobar, as well as Koonsman and Kauffman.

Bassett Engineering completed a 2-bay garage and maintenance shop addition to the Solids Dewatering Building at the Lackawanna River Basin Sewer Authority’s Archbald Wastewater Treatment Facility.

The project included an electric hoist to remove the sludge dewatering centrifuge scroll. Contractors included Scartelli Construction Services (General) Nevarc Electrical and KC Mechanical.
