Lycoming County Bridge Bundling: Bundle 2

Bill Sones Road, Moreland Township

Bassett Engineering is excited to announce the completion of the fifth and final bridge under Bundle 2 of the Lycoming County Bridge Bundling Program!

The brand-new concrete arch spans 32′ and is 33′ long and is located on Bill Sones Road in Moreland Township. A precast arch was chosen for Bill Sones Road due to stream and site requirements.

The stream crossing has been improved by increasing the hydraulic opening and capacity, providing armor against erosion along upstream and downstream embankments, and reducing scour at the outlet by lowering stream velocities through the structure. The structure was sized to carry a full two-lane roadway.

The structure was designed by Bassett Engineering of Montoursville, prepurchased by Lycoming County through the PA COSTARS Program, and the installation was completed by Wolyniec Construction of Williamsport, PA. The bridge was completed in October of 2022.

Lycoming County Bridge Bundling Program: Bundle 2

Wilson Street Bridge, Jersey Shore Borough

Bassett Engineering is excited to announce the completion of the fourth bridge under Bundle 2 of the Lycoming County Bridge Bundling Program! Wilson Street bridge in Jersey Shore was successfully finished and opened to traffic on 9/17/2022. The bridge consists of 11 precast concrete box sections and an end section. Thanks to Wolyniec Construction for helping make this a successful project!

Facts About Act 13

Here are some facts about Act 13 from our President:

The state of Pennsylvania passed Act 13 with the intent that recipients spend the money building infrastructure that would help residents and the gas industry. Many municipalities receive critical boosts to their budgets from Act 13, and those moneys would be sorely missed if they were to go away. Every year major efforts are undertaken, mostly from downstate interests, to eliminate Act 13. We encourage you to spend your Act 13 moneys wisely. Nearly every municipality has a road, bridge or culvert that could stand improvement.

Emergency generators are another wise expenditure for Act 13 funds. Municipal buildings are critical infrastructure any time, but particularly during and after natural disasters. Electricity, internet and cell service are absolute essentials that must remain in service. We now have underway several projects to add emergency generators for municipalities and Authorities; these are affordable projects. Please contact Bassett Engineering if you need assistance with an emergency generator.

Bassett Engineering has completed a wide variety of projects for Municipalities, Authorities, and private clients throughout our 20 plus years of operation. In the past couple of years a number of unique projects have greatly broadened our expertise.

Here’s some information on how naming an Engineer, can help your Township or Borough:

Retained Engineer for Grants: If your municipality has not traditionally named an Engineer, we encourage you to do so because it can help with grant and emergency funding, most of which that involve construction require the municipality to name an Engineer to design the project and oversee construction.  If the municipality has a retained Engineer, work can begin immediately. If not, the municipality often must select an engineer through a competitive process, a time-consuming effort that takes 1 or 2 months.  Such time is not available in the case of emergencies such as flooding. If your municipality has not already named an Engineer, we ask that you consider naming Bassett Engineering as your Engineer.

Wastewater

Bassett Engineering’s practice is focused on wastewater treatment in general. Britt Bassett, PE, BCEE, is a Board Certified Environmental Engineer by the American Academy of Environmental Engineers. Only 2,500 Environmental Engineers in the US have earned this mark of distinction as leaders in their area of practice. Mr. Bassett also helped write three WEF Manuals of Practice including Nutrient Removal (two editions), Design of Municipal WWTPs, and Process Modeling.

Mr. Bassett began designing small wastewater systems 29 years ago in 1989 in Maryland, including an on-lot disposal system with a design flow of 5,000 gallons per day for Rising Sun Elementary School. Since the company’s inception in 1996, Bassett Engineering has dozens of small wastewater systems in operation, and now specializes in large treatment plants as well. We have designed many miles of wastewater collectors and force mains, numerous pump stations, and multiple treatment plants. Some representative projects include the following.

Bassett Engineering is the proud winner of a number of national and state-wide awards, including the AAEES Superior Award, PSATS and PSAB Road and Bridge Safety Improvement Awards.

37th Annual Road and Bridge Safety Improvement Award
Renovo Borough Clinton County
Ontario Avenue Reconstruction and 5th Street River Access

The Pennsylvania State Association of Boroughs named Renovo Borough in Clinton County as the Winner of the 37th Annual Road and Bridge Safety Improvement Awards Program.
In 2017, Renovo Borough obtained much needed funding from the DCED, CDBG, DCNR, and C2P2 grant programs to address several projects within the borough including the Ontario Avenue Reconstruction and 5th Street River Access.  Renovo Borough bundled the two (2) projects together, under separate contracts. Ontario Avenue went from 4th to 11th Streets, this project involved an almost complete rebuild of the roads.  The 5th Street River Access involved demolishing several derelict residential properties and converting into a new community park and boat launch.


American Academy of Environmental Engineers and Scientists
Superior Achievement Award
Altoona Water Authority Westerly Wastewater Treatment Plant

TheAAEES award American Academy of Environmental Engineers and Scientists gave Bassett Engineering and its partner GDF its Superior Achievement Award, its highest honor, in 2013 for the BNR Upgrade and Expansion of the 10.8 MGD Altoona Westerly WWTP.  We received the Award at the National Press Club in Washington DC.  Westerly employs an innovative and unique process, the Hybrid Bardenpho with Step Feed to achieve near-ENR levels of Treatment without the use of any chemicals. Due to older, leaking sewers, Westerly receives severe weather peak flows. The Step-Feed enhancement of the Hybrid Bardenpho bypasses peak flows to the downstream end of the activated sludge process, allowing Westerly to treat extended peak flows over 50 MGD without upsetting the nitrification process. Hydraulic peak capacity is 60 MGD.  Since Start-up during Tropical Storm Lee in 2011, the Combined Sewer Overflows and Storage Tanks in the collection system have not operated.

Pennsylvania sets annual cap load limits on effluent Total Nitrogen and Total Phosphorus loads; plants that discharge below this cap can trade credits with underachieving plants. In just three years Westerly and its Sister Plant Easterly have sold hundreds of thousands of dollars of Nutrient Credits. By maximizing the reuse of existing facilities, the two plants, with combined design capacities of nearly 20 MGD, cost less than $60,000,000 to upgrade to nutrient removal.

Four Bridges

Penn Twp

The Pennsylvania State Association of Township Supervisors named Penn Township in Lycoming County as the Bridge Winner of the 33rd Annual Road and Bridge Safety Improvement Awards.
Penn Township identified four bridges that were structurally deficient and decided to bundle the bridges together under three separate contracts to take advantage of ACT 89 and use Act 13 impact fees in the summer of 2014. Online PennBID bidding was used. Prefabricated structures were used: a precast concrete arch bridge and two with aluminum box culverts on Logue Hill, Temple and Derr Roads respectively. A reinforced concrete slab bridge on Rishel Hollow underwent concrete repairs.

The Penroad culvertnsylvania State Association of Township Supervisors named Upper Fairfield Township in Lycoming County as an honorable mention Bridge Winner of the 34th Annual Road and Bridge Safety Improvement Awards, Upper Fairfield Township bundled the road repairs and bridge replacement together as one project under two separate contracts to take advantage of ACT 89 and use Act 13 impact fees. Online PennBID bidding was used.  An aluminum box culvert replaced a pipe arch culvert. The embankment was cleared and stabilized with new rip-rap and the roadway was full-depth reconstructed for approximately 550 feet. Installed new guiderail.


34th Annual Road and Bridge Safety Improvement Award
Renovo Borough Clinton County
Erie Avenue and Third Street

The Pennsylvania State Association of Boroughs named Renovo Borough in Clinton County as the Winner of the 34th Annual Road and Bridge Safety Improvement Awards Program to be presented at its 2016 annual convention held in Hershey in June 2016. In 2015, Renovo Borough obtained much needed funding from both the CDBG and USDA grant programs to address deteriorated roadway pavement on Erie Avenue and Third Street. Renovo Borough bundled the two (2) road projects together, under separate contracts. Online PennBID bidding was used.  Erie Avenue went from 8th to 13th Streets for 1,555 LF and Third Street went from Huron to Erie Avenues for 422 LF.

We’ve partnered with multiple municipalities to update many bridges and culverts, from full replacement to repair. We also specialize in bridge inspections, completed as the Lycoming County Engineer for their Small Bridge Inspection program and separately for other municipalities. We have engineered a multitude of stormwater management systems, all in conjunction with the environmental permitting required to place an obstruction in a regulated stream. For all projects, we have developed the stream hydrology, calculated the structure’s hydraulics, selected the appropriate structure (bridge, box culvert, pipe, etc.), and secured environmental permitting.
