Completed Project: Shirk Road Reconstruction

Bassett Engineering just closed out the reconstruction of the 2,550-foot long 2-lane Shirk Road in Hartleton Borough of Union County. Shirk is a suburban/rural road in the southwest corner of the Borough. PA DCED Commonwealth Financing Authority awarded a Multimodal Transportation Fund Grant of $251,000 to Hartleton for this project. The Borough would not have been able to construct this project without that funding. Shirk was reconstructed using conventional methods by removing the existing road to subgrade, installing stone subbase plus asphalt base and wearing course pavement. All work is now completed including roadside ditches and reestablishing vegetation. Schlegel Excavating, Inc. did a fine job reconstructing Shirk Road. Check out the final photos!

Completed Project: Valley Road Culvert Replacements

Bassett Engineering assisted Madison Township, Columbia County with the full engineering of two new aluminum box culverts at separate locations on Valley Road. This project was awarded $154,000 in DCED Multimodal Transportation Funds and $80,000 in the Dirt and Gravel Roads Program funding. The south site also included reconstructing approximately 220 LF of the road to raise the roadway elevation along with grading a field entrance and drainage swale.  Both culverts included installation of aluminum box culverts with full invert, headwalls and toewalls. Sellers Contracting was the contractor for this project and did a great job putting everything together.

Altoona Biosolids Project Awarded PennVEST Funding

PennVEST awarded $36,620,000 in low-interest loan funding to the Altoona Water Authority for the Biosolids Treatment Improvements at the Westerly Wastewater Treatment Facility. This was PennVEST’s first funding award to a Guaranteed Energy Savings (GESA) Project in its 30+ year program history. Energy Services Group (ESG) is constructing this GESA project under a Design-Build Agreement with Altoona Water Authority (AWA), and Bassett Engineering is providing engineering services including permitting and funding assistance to ESG. Britt Bassett worked closely with AWA’s Controller and Director of Wastewater Operations along with ESG on all aspects of the PENNVEST application from initial submission through the review process and final award. This is a critical step in the project timeline.

Completed Project: Tinkerbrook and Welch Hill Roads Aluminum Box Culverts

Bassett Engineering designed, bid, and supervised construction of the replacement of two bridges for Clifford Township in Susquehanna County. After evaluating several alternatives aluminum box culverts were chosen as the replacement structures for both sites, outfitted with aluminum structural plate wingwalls, full invert plates, and fish baffles to maintain a natural streambed. BE was able to save the Township time and money by bundling the bridge replacements under one contract and by prepurchasing the structures through Costars. Both culverts were fully assembled on site prior to road closure, minimizing the duration of the road closure and detour. Barhite Excavating of Clifford, PA was the contractor for this project. LRBSA Throop WWTF Upgrades

Bassett Engineering was fortunate enough to be able to work with Lackawanna River Basin Sewer Authority to replace the covers on two 65-foot diameter anaerobic sludge digesters at their wastewater treatment facility in Throop. Digester gas powers two microturbine cogeneration units that generate electricity to reduce Throop’s power consumption. We just closed out the project and here are some key features:

  • Removed screenings, grit and sludge from the digesters and cleaned them to create a safe working environment
  • Two new flexible membrane covers installed that include:
    • two membranes per tank
    • aeration blower packages
    • related gas safety systems
    • all related ancillary work
  • Limited gas and sludge pipe modifications
  • Gas supervisory and control (SCADA) system that includes:
    • new membrane cover control panel
    • instruments and control software
  • Integrated communication between new membrane SCADA system and plant’s existing SCADA system
  • Operational adjustments to balance digester gas output with microturbine gas consumption

Reactor Blower Pipe Replacement

Bassett Engineering is also currently designing the replacement of the main blower pipe supplying air to the biological nutrient removal process. Replacing this pipe will require careful construction sequencing to maintain continuous treatment.

The projects are part of coordinated efforts between the Authority and Bassett Engineering to optimize the performance of the 10.0 mgd plant, which Bassett also assisted in upgrading to its current BNR treatment level in 2009.

Altoona Westerly Gets a Big Approval

Bassett Engineering has been fortunate to be a consultant to Energy Systems Group (ESG) tasked with securing all necessary permits for the Altoona Westerly Wastewater Treatment Plant Biosolids Treatment Improvements project. This included DEP Chapter 102, Chapter 105, Water Quality Management, and Air Quality Management permits as well as Municipal Permits for Land Development and Stormwater Management. DEP recently approved the last outstanding permit, the Air Quality Management Plan Approval, meaning the project can move forward into construction. ESG is operating under a Guaranteed Energy Savings Contract (GESC) to offer a full turnkey design-build Waste-To-Energy solution for the Altoona Water Authority. The project includes the installation of two new anaerobic digesters which will produce biogas that will be beneficially reused to fuel new biosolids volume reduction equipment and new/existing heating boilers. This will reduce Westerly’s reliance of energy produced by fossil fuels and other non-renewable resources.

Under the GESC terms and PA Guaranteed Energy Systems Agreement (GESA) law, the project is providing both revenue and savings guarantees associated with the performance of installed equipment over a 20 year term.

Shirk Road Reconstruction Update

Bassett Engineering has worked extensively with Hartleton Borough in Union County to reconstruct 2,550-foot long 2-lane Shirk Road, a rural road in the southwest corner of the Borough from Laurel Road to the southerly borough boundary. The project used conventional road reconstruction methods by removing the existing roadway to existing subgrade and installing stone subbase and pavement base and wearing courses.  Asphalt paving was completed on July 29th!  Minor work remains: completing roadside ditches and establishing vegetation. Schlegel Excavating, Inc. was the Contractor and did a fine job. James Short Park Feature

Lycoming County Bridge Bundling Announcement

Lycoming County Commissioners awarded its Bridge Bundling Program to Bassett Engineering on June 11, 2020.  Seventeen bridges will be replaced or repaired at an estimated total construction cost of $6.9 million, making this our largest bridge project to date. The bridges will be bundled in a series of construction projects, each project being planned to include 4 to 5 bridges. This program will be the first of its kind in the state, a partnership where Lycoming County is taking the lead in joining with 17 municipalities in the County which actually own the bridges. Wallace Montgomery and Associates, one of the mid-Atlantic’s premier bridge engineers will be our subconsultant. Construction is planned to be complete by the end of 2023.

Today marks our 20th anniversary of incorporation! While Bassett Engineering was founded in 1996, we incorporated in 2000.
